Key Drivers
Sovereign Cloud Mandates
Major tech players like AWS, Microsoft, Oracle, and Google are launching in-kingdom cloud regions to meet data residency requirements.
Energy & Land Availability
Unlike Tier 1 cities facing grid bottlenecks, Riyadh offers scalable power delivery and pre-zoned land for immediate development.
Digital Sovereignty
Al Janadriyah supports strategic goals around sovereign cloud infrastructure and AI-powered governance.
AI Strategy & Workforce Investment
National AI strategy (NSDAI), Misk, and Human Capability Initiative (HCI) are aligning talent with tech growth.

“Riyadh isn’t just preparing for the AI era - it’s building it.”
— blu-3 MENA Strategic Statement
Our Role in Hyperscale Delivery
As an established infrastructure partner with experience delivering complex builds for hyperscalers like Microsoft, AWS, Oracle, and Google Cloud, blu-3 brings proven execution capability to Saudi Arabia.

Our Contributions
blu-3 delivers structured hyperscale infrastructure that meets the highest international standards — while adapting to local conditions, workforce, and regulatory frameworks.
Power Infrastructure
blu-3 plays a vital role in the delivery of the Al Janadriyah data centre campus, drawing on its proven expertise in hyperscale infrastructure across Europe and the Middle East. With a full project lifecycle offering, blu-3 covers everything from early-stage feasibility through to delivery of civil works, mechanical and electrical systems, power infrastructure, and advanced security integrations. This end-to-end capability ensures a consistent and coordinated approach across all phases of development.
Our team has deep experience delivering Tier III and Tier IV facilities within live, mission-critical environments. This allows us to manage complexity, ensure uptime, and maintain the high standards required by global hyperscalers. blu-3 is also trusted by some of the world’s largest cloud providers — including Microsoft, AWS, Google Cloud, and Oracle — and works closely with their compliance teams to ensure all regional, regulatory, and operational benchmarks are fully met.
At the heart of our delivery model is a structured approach that balances global performance expectations with local requirements. Whether it’s coordinating with in-country teams, aligning with government standards, or supporting technical integration with energy and network providers, blu-3 brings international precision and regional understanding to every project.

Power & Fibre Infrastructure
Power and connectivity are the lifeblood of AI infrastructure. Al Janadriyah’s location provides direct access to scalable energy and high-speed data networks.
Power Infrastructure
The Al Janadriyah site is strategically located near the planned Al Janadriyah 8259 132kV substation, placing it in prime position to support high-density energy delivery. While a grid connection is still under development, active coordination is underway with National Grid SA and the Ministry of Energy to define capacity staging and connection routes.
The phased approach to infrastructure will allow the site to scale in alignment with hyperscale deployment timelines, targeting a platform capacity of 745 MVA to support up to 504 MW of IT load. This level of foresight and grid integration makes Al Janadriyah a standout location for power-intensive AI and cloud applications.
Fibre & Connectivity
Situated within Riyadh’s fibre expansion corridor, the site offers strong potential for high-speed data integration. While specific providers are being finalised, the region is already serviced by major carriers and connected to national fibre backbones. Proximity to internet exchange points (IXPs), including UAE-IX, ensures future low-latency connectivity, which is vital for hyperscale and sovereign compute workloads.
As fibre routing plans mature, the site is expected to support meet-me room expansions, carrier-neutral deployments, and AI-ready data throughput capacity.

Workforce & ESG Impact
blu-3 is committed to delivering long-term value beyond the physical infrastructure, with a focus on local workforce development and sustainable construction.
Workforce Initiatives
blu-3 and its partners are actively aligning the Al Janadriyah project with national workforce development priorities. Future plans include partnerships with leading Saudi programs such as the Human Capability Initiative (HCI) and the Misk Foundation to support skills training in AI, data centre operations, cybersecurity, and engineering.
Beyond this, local labour will be prioritised during construction, with dedicated upskilling tracks created through the N3XUS program to help address skill shortages and promote reintegration into the workforce. This holistic approach aims to embed long-term economic value and digital capability within the Kingdom.
Environmental Responsibility
Sustainability is a core element of the Al Janadriyah campus strategy. The site will incorporate renewable energy solutions through long-term power purchase agreements with solar and wind providers, ensuring a cleaner energy footprint. Innovative energy storage systems — including Enercap’s graphene-based battery technology — will be deployed to optimise grid usage, reduce emissions, and support high-efficiency operations.
This focus on carbon reduction and sustainable infrastructure underscores blu-3’s commitment to delivering environmentally responsible data centre projects.
